Helping households with their energy costs

We have paid out £2.1 million to over 14,500 Richmondshire households (Council Tax bands A-D) who were eligible for a one-off energy rebate of £150. This council tax energy rebate scheme closed on 30 September 2022.


Discretionary energy rebate scheme 

The Council has been allocated a further £91,050 to provide a discretionary rebate scheme. This funding is to support other energy bill payers who were not eligible for the main energy rebate scheme and are suffering hardship due to the rising cost of living.

Eligibility criteria  

Due to limited funding, we will provide support to the following low-income households who were not previously eligible:

  • households in Bands E-H who received Council Tax Reduction on 1 April 2022
  • households in Bands F-H who received a banding reduction under the provisions of the Council Tax (Reductions for Disabilities) Regulations 1992 as of 1 April 2022
  • households that qualify for council tax exemption classes: N (students), U (severely mentally impaired), S (under 18 years of age) or W (annexes occupied by dependent relatives)
  • eligible households that have moved in to the Richmondshire District Council area between 2 April 2022 and 31 May 2022 in a Band A-D property, or have moved from a Band E-H property into a Band A-D property and were not part of a household who received an energy rebate at their previous address 

A one-off payment of £150 will be awarded.

Payments

If you currently pay for your council tax by Direct Debit, there is no need to apply as the rebate will be paid directly into your bank account. We are due to start making the payments week commencing 31 October 2022.

Those who do not pay by Direct Debit will be sent a letter in the post inviting them to apply online. 


Who else can apply for the rebate?

You can apply for a £150 payment provided you were eligible on 1 April 2022 and you:

  • live in a house in multiple occupation (HMO)
  • live in a hostel
  • or you do not have council tax liability but you are directly responsible for energy bills

To complete your online application you will need to provide:

  • your name
  • email address
  • council tax account number (as shown on your most recent bill)
  • security access key featured in the letter that we have sent to you

How long do you have to apply for the rebate

You must complete your online application by 23 November 2022

Pre-payment checks

To prevent the risk of fraud and payment error, all payments will be subject to pre-payment checks to verify your bank details. The Government has provided us with access to their anti-fraud tool, Spotlight, to perform counter fraud checks.
