The Council Plan 2007-12 sets out the Council's vision,
ambitions and the outcomes it wants to achieve over the next five
years. It is also the Council's Best Value Performance Plan.
The Plan is organised around the five themes of the Richmondshire
2021 Community Strategy which are:
- Safe Places
- Strong Neighbourhoods
- Healthy Lives
- Prosperous Communities
- Green Living

A sixth theme of A Well Managed Council sets out what the
Council will itself do to support the delivery of the Community
Strategy themes and priorities.
The Council Plan also sets out what are the Council's own
priorities and non-priorities. For 2007-8 the priorities
are:
- Improving recycling and waste minimisation
- Affordable and local needs housing
- Economic development
