How we invite tenders

Supplier and Contract Management System

The Supplier and Contract Management System (SCMS) is a web based system used to advertise quotation and tender opportunities and information on Council contracts for Richmondshire and the other 21Yorkshire & Humber local authorities.

If your organisation is interested in business opportunities with Richmondshire District Council then registering on the SCMS is the all important first step.

WHAT IS SCMS?

The SCMS system is made up of three modules:

  1. Supplier Management
  2. Tender Management
  3. Contract Management

The system provides a secure single core database to hold information about each council’s suppliers, tenders and contracts.

For assistance using the SCMS website, please contact the Help Desk on 0113 2474001 or scms@leeds.gov.uk .

The Help Desk is available during normal working hours, i.e. 9am to 5pm Monday to Thursday and 9am to 4:30pm Friday. The SCMS website address is scms.alito.co.uk (n.b. please do not type www. before the address)

CONSTITUTION

The Council's constitution determines how many organisations will be invited to quote or tender for available contracts.  You can read our Contract Procedure Rules here.

THRESHOLD LEVELS FOR TENDERS/QUOTATIONS

Below £5,000 - Good Value for Money required

£5,001 - £50,000 - Where practicable, at least 3 written Quotations

£50,001 and over - Formal Tenders required

EU Procurement Levels - Tendering process together with placement of advert in the Official Journal of the European Union (OJEU)
