EXECUTIVE CORE

The role of The Executive Core is described in the following paragraphs.

a)  Work closely with Members in developing and delivering the Council's priorities and strategies


The key themes of the Community Strategy for the District have been incorporated into the Council's cross-cutting Business Plans and each of the themes set out the key objectives and targets for the Council. The Core has a key role in ensuring that these plans are coordinated and address the priorities set by Members.

Members of the Core regularly meet the Council's Leader and political group leaders, provide briefings to Councillors and lead seminars or workshops on issues of significance.

b)  Enable the Council to respond to Government requirements and policies

Executive Core, along with other Officers, monitor what is happening at a national level and feed this into the Council's decision making processes, often recommending appropriate courses of action.

c)  Supporting the Assistant Directors in service delivery and policy making

Management Team (Chief Executive, Executive Directors and Assistant Directors) meet, with Executive Core fortnightly. Management Team take responsibility for ensuring that decisions on policies and strategies are actioned and coordinated and work together to drive the Council forward.

d)  To represent the Council on external organisations

The Council needs to register and maintain its involvement in significant developments at a district, county, regional and national level. Good working relationships are needed with a variety of organisations in order that Richmondshire maintains its profile, learns from good practice and engages in productive partnerships. The Council also needs to be responsive to groups and other organisations existing within its boundaries, such groups often needing access to someone in authority who knows what the Council is doing, can make decisions and readily communicate with the Council's desire to be helpful and customer orientated. Executive Core's role is to provide these links, within the District and represent the Council on organisations including Local Strategic Partnerships, North Yorkshire Strategic Partnership, Local Area Agreement Management Board and District Council Network.

e)  To lead on specific strategies and projects

The Executive Directors take a lead on particular areas of importance for the Council specific strategies or key projects. Examples are:

f)   To play an active role in driving the Council's improvement and performance   management processes   

The Community Strategy, Council Plan and Themed Business Plans set out a clear framework of targets and indicators which need to be monitored, interpreted and developed over time in line with the Council's vision and priorities. The Executive Core with the Assistant Directors lead on performance ensuring a drive towards greater efficiency, and improvement in the quality of our services.

Executive Core lead on the development, implementation and monitoring of the Council's Improvement Plan.
