Parking Enforcement - Civil Parking Enforcement (CPE)
In the past, 'on street enforcement' has been the responsibility of the North Yorkshire Police. This is being replaced by Civil Parking Enforcement (CPE) which means the powers to enforce on-street parking, loading and waiting restrictions are transferred from the Police to the local highway authority, in this case North Yorkshire County Council (NYCC).
CPE is becoming operational across the County of North Yorkshire and all local authorities within the County are working together on this service. CPE will also apply to the car parks throughout the County of North Yorkshire and all local authorities within the County are working together on this service. Scarborough Borough Council (SBC) has operated CPE in the Scarborough borough since 2007 and will be responsible for CPE in the Richmonshire District district both on and off street (i.e. in car parks). SBC will be working on behalf of NYCC for on street enforcement and Richmonshire DC for car park enforcement
The new operation goes live on 30 May 2013. After this date, SBC staff will patrol in Richmonshire and issue Penalty Charge Notices to motorists that contravene the parking regulations. SBC will also deal with all appeals and pursuance of Penalty Charge Notices (PCNs) on behalf of Richmonshire District Council
