About the Single Person’s Discount Review
Richmondshire District Council in partnership with Veritau Ltd, the Council’s Counter Fraud team are conducting a review of Single Person Discounts. This is to identify any discounts that may no longer be valid, those which may be fraudulent, and to ensure that Council records are up to date with any discounts applied correctly.
Council Tax payers who currently receive a Single Person Discount will receive a letter and a form asking if they are still entitled to the discount and to notify the council of any changes to the household. Failure to respond to the review letter may result in the Single Person Discount being removed and an adjustment notice being sent. A contact number is included on the letter if you have any queries or require help in filling out the form.
The review is taking place in accordance to the Local Authorities (Contracting Out of Tax Billing, Collection and Enforcement Functions) Order 1996 – SI1996/1880, Section 12 – Ascertaining entitlement to discounts.
It is a criminal offence to provide false information when applying, or to fail to provide an update to circumstances when receiving, a council tax discount or exemption. Richmondshire Disctrict Council engage Veritau to investigate all alleged fraud against the authority. Offenders will be subject to legal action including prosecution.

What is Single Person Discount?
This discount entitles an individual to a 25% discount on their council tax liability if they are the sole main adult of a property. You are not eligible to receive a Single Person Discount for a property that you do not live in and you cannot apply for a discount in your name if someone else is the sole resident.

How do I cancel a Single Person Discount?
Complete the form and send it to the address provided and your bill will be amended appropriately.
What happens if I don’t complete the form?
If we do not receive your completed form, the council will assume that your circumstances have changed and your Single Person Discount will be removed.
You may also be subject to a £70 penalty.
Why do I need to send the form back to a York address?
Veritau Ltd is based in York and they are processing the documents on behalf of Richmondshire District Council.
What should I do if someone is using my address for correspondence only?
Include their name and full residential address on the form. This will then be verified.
If I have already informed the council of a change in my circumstances, do I need to complete the form?
