The Council Licences the following activities as required by Legislation.
Animal Boarding Establishments
In order to open such an establishment you must apply to your
Local Authority for a Licence under the Animal Boarding
Establishments Act 1963. Even if you conduct such a
business from your home you will require a Licence. This Licence is
only obtainable from your Local Authority.
Before granting a Licence a Officer of the Local
Authority or Veterinary Surgeon appointed by the Local Authority
will inspect the premises to ensure that they comply with the legal
requirements of the Act. Planning Permission may be required. For

Dangerous Wild Animals
In order to keep animals which fall under the Dangerous
Wild Animals Act 1976 list you must obtain a licence. Before
granting a Licence an officer or Veterinary Surgeon appointed by
the Local Authority will inspect the premises to ensure that they
comply with the legal requirements of the Act. Planning Permission
may also be required.

Dog Breeding Establishments
If you own 5 or more breeding bitches and they produce 5 or
more litters per year OR your premises are used solely for the
purpose of breeding dogs then you require a Licence issued under
the Breeding of Dogs Act 1973 and the Breeding of Dogs
(Welfare) Act 1999. This Licence is only obtainable from your
Local Authority.
Prior to granting a licence, the premises, where the dogs are
to be kept, will initially be inspected by an authorised Veterinary
inspector, the cost of which will be borne by the applicant.
Thereafter, the annual inspection will be made by an officer
appointed by the Local Authority.

Farm animals, Poultry
The Animal Health Officer of has a legal duty to inspect
records kept by the keepers of livestock. That includes cattle,
sheep, goats, pigs, deer and poultry. This is dealt with by Trading
Standards

Hackney Carriage and Private Hire
The main difference between the two is Only a Hackney
Carriage can ply for hire or be flagged down. The fares are
set by the Council. A private hire vehicle must be booked over the
telephone or through the operator's office, and must not display
the words 'taxi' or 'cab' on the vehicle.
The department issues Licences both for the vehicles and the
drivers, and ensures that adequate insurance cover is held. High
standards of safety are ensured, and complaints about overcharging
or inefficiency, for example, are investigated.

Licensing Act 2003
Licensing Act 2003 (Sale or Supply of Alcohol/Late
Night Food/Regulated Entertainment)
Under the Licensing Act 2003, the responsibility for issuing
liquor licences was transferred from Licensing Magistrates to the
Local Authority. The Act itself came into force on 24th November
2005. The Act means that a Premises Licence will be required for
any of the following activities:
- Sale or Supply of Alcohol
- The provision of regulated entertainment (including theatres and cinemas)
- The sale of hot food and/or drinks between the hours of 23:00 and 05:00
In addition, anyone involved with the sale or supply of
alcohol will require a Personal Licence under the new regime. The
only exception is for those persons applying to run a Temporary
Event, when a Temporary Event Notice has been served on the
Licensing Authority and the Police by the organiser who does not
require any form of licence.
Richmondshire District Council is the Licensing Authority for
the district and is required under section 5 of the Act to
determine and publish a 'Licensing Policy' every three years. The
policy incorporates the four under mentioned Licensing Objectives,
which all applicants must address:
- Promotion of public safety
- Prevention of crime & disorder
- Prevention of public nuisance
- Protection of children from harm

Any person who carries on a business that involves the recovery of salvageable parts from motor vehicles and the subsequent sale or disposal for scrap of the remainder of the vehicle, or the purchase of 'written off' vehicles for repair or resale, or other related activities needs to register with their local authority.

Pet Shops
Any premises used for the purpose of trading in pet animals must do so under a Licence issued in accordance with the Pet Animals Act 1951. This Licence is only obtainable from your Local Authority.Before granting a Licence an officer or Veterinary Surgeon
appointed by the Local Authority will inspect the premises to
ensure they comply with the legal requirements of the Act.

Riding Establishments
This means the carrying on of a business of keeping horses to
let out on hire for riding, or for use in providing instruction in
riding for payment, or both.
For this kind of business you require a Licence under the
Riding Establishments Acts of 1964 & 1970. An
application form, which may be obtained from the Public Health
Directorate, should be returned together with the necessary
fee in respect of a Licence to keep a Riding
Establishment.
Prior to granting such a Licence, the premises will be
inspected by an authorised Veterinary Inspector, the cost of
which will be borne by the applicant.
Thereafter the Licence is renewable annually, subject to a
satisfactory Veterinary inspection. Follow this link

Street Collection
In order for Charities and societies may make collection in
the town they must first apply to Richmondshire District Council
for permission to do so. One collection per year is allowed and no
more than one charity or society to collect on the same day in the

Street Trading anywhere within the District of
Richmondshire, is prohibited without the consent of the Authority,
which controls such activity on any land to which the
public have access without payment.
A 'Consent Street' means a street in which Street Trading is
prohibited without the consent of Richmondshire District
Council and Street Trading means the selling or exposing or
offering for sale any article (including a living thing), in any
street, road, footway, or other area to which the public have
access without payment.
An applicant for a Street Trading Consent will be required to
appear before the Licensing Sub-Committee, which will consider the
application made. Any vehicle or stall to be used for Street
Trading, must conform to the required specification. All fees must
be paid, before any Consent will be issued.

Skin Piercing and Tattooing
Anyone carrying out a process which pierces the skin i.e. ear
piercing, electrolysis, tattooing, acupuncture, and the premises in
which they carry out their business are required to be registered
with the Local Authority. The registration is issued under the
Local Government (Miscellaneous Provisions) Act 1982, provided
premises comply with the Local Authority bye-laws. This is not
necessary where there is a medical doctor operating in the same
premises.

required to be sent with the application form.

Zoos
The Zoo Licensing Act 1981 requires the Local
Authority to issue Licence after a satisfactory inspection by a
suitably qualified Zoological Veterinary.
