What is a Filthy or Verminous Premises?
 
In some situations a person may allow their property to deteriorate to such an extent that it is prejudicial to health or a nuisance. This may only be reported when a neighbour notices an unpleasant smell or vermin.
 
Examples of a filthy or verminous premises are:
  • An accumulation of rotting food and rubbish causing a smell.
  • An infestation of rats or mice.
  • A blocked and overflowing toilet causing odours and flies.
Investigation of a Filthy or Verminous Premises
 
If a complaint about such a property is received then an Environmental Health Officer will investigate to assess the risk to the health of the occupant and the surrounding neighbours. Other agencies such as Social Services may also be involved, depending on the situation.
 
If there is a risk to health then action will be taken to cleanse the property. In the first instance this will be through informal action, by working with the person so that they clean the property themselves. If this is unsuccessful then a Statutory Notice can be served requiring them to clean the property. Failure to comply with the requirements of the notice may result in either prosecution for non-compliance or Richmondshire District Council carrying out the works in default (i.e. appointing a contractor) and recover costs from the owner or occupier.
