The
Local Strategy
Statement (LSS) (815kB) was produced to replace the
strategic direction of the Regional Spatial Strategy (RSS) with a
locally agreed assessment. This was necessary because the
need for Local Development Frameworks (LDF) to follow the RSS
will be removed when the recently published Localism Bill
becomes law, which will be before the Richmondshire LDF is
adopted.
The LSS proposes the six following key strategic principles to
guide future development in Richmondshire:
- Relative restraint on overall development reflecting the
limited potential for growth and high quality environment.
- Housing development will be based on a target
of 200 houses each year to support the local economy and provide
for local affordable housing needs.
- Development will be concentrated in locations
which reflect a defined settlement hierarchy, headed by Richmond,
Catterick Garrison and Leyburn.
- Development in Richmond and Catterick
Garrison will be encouraged to provide a complementary range of
services and facilities.
- Sustainability of rural communities will be
supported by facilitating development which meets their community
and economic needs.
- Protection and enhancement of the area’s
environmental assets and responding to climate change.
The LSS also proposes four specific policy
developments which clarify and extend important aspects of the
Preferred Core Strategy. These have been included in the LSS
to enable early consultation before submission of the Core Strategy
next summer. These are:
- The need for a flexible and robust approach
to deal with future uncertainties in the context of the recession
and the implementation of reductions in future public expenditure,
and including more specifically the cancellation of the A1 upgrade
and the range of possibilities for military development following
the Defence and Security Review.
- A flexible approach towards smaller
communities supporting necessary development to support them
socially and economically and take up the opportunities provided by
the flexibilities offered in the Localism Bill.
- A clear directional strategy for the Area
Action Plan to support a focus on the Garrison Town Centre
development
- Policy guidance relating to the
identification and early release of housing and employment sites to
ensure a continuing supply of developable sites and to ensure that
necessary development is not held up by delays in plan making.
