In 2004, the Planning and Compulsory Purchase Act introduced a new system for preparing development plans. It required all local planning authorities to replace their existing local plans with a Local Development Framework (LDF). The LDF for Richmondshire will cover that part of the District outside the Yorkshire Dales National Park as the Park Authority are required to produce their own LDF.
Unlike the single document format of the existing Local Plan, the LDF will consist of a series of individual policy and advisory documents that combine to form the complete LDF. This new system is designed to be more flexible and enable development plans to respond more quickly to changing circumstances.

Richmondshire's LDF will comprise the following parts:
- The Local Development Scheme (LDS): a project plan, agreed by the Secretary of State, that sets out the Council's programme for work on the preparation of the LDF to March 2010.
- Statement of Community Involvement (SCI): this document sets out how the Council will involve the community during the production of the LDF.
- Core Strategy: the Core Strategy sets out the overarching spatial vision and objectives for the LDF.
- Richmond and Catterick Garrison Area Action Plan (AAP): the AAP sets out how Richmond and Catterick Garrison, the main growth area, will develop.
- Sustainability Appraisal and Habitats Regulations Assessment: an assessment of the effects of Strategies and Plans on social, environmental and economic conditions and their contribution to sustainable development.
- Annual Monitoring Report: produced annually, this document sets out progress on the preparation and monitoring of the LDF.
- LDF Evidence Base: a number of studies and assessments have been carried out to inform emerging LDF policies.
