There are two standard forms for an official search.
LLCI - Requisition for Search and Official Certificate
of Search which will reveal all those registerable charges
held in the local land charges register.
Con29(R) and Con29(O) both of which ask
'Enquiries of other Departments', within the Council.
The Council has been looking at ways of improving procedures in
order to maintain low fees. In particular, and in line with Central
Government initiatives to replace paper based applications and help
deliver services in more efficient ways, the Council has moved
to systems which are electronic and where payment for Searches can
be made by invoicing on a monthly basis. In this way the
Council will be able to maintain reasonable charges whilst speeding
up processes for its customers. Searches received
electronically usually receive a speedier response and in addition,
payment on account allows customers to submit one cheque monthly
instead of several weekly. Payment on account also avoids
returns due to incorrect fee cheques and thus making the need for
reimbursement far less frequent.
We therefore expect to receive all Searches in electronic
format via e-mail (or alternative electronic
channel).
From 1 June 2011 payment for individual Searches will not be
accepted by cheque. Instead the Council will send monthly
accounts which can be paid by BACS, a debit or credit card by
telephone or by cheque on a monthly basis. You may submit
search requests via email or an electronic provider such
as TM or NLIS. For further information on how to submit your

Personal Searches of the Register The
Council will not charge for personal access to the
Local Land Charges Register at Frenchgate House, Richmond. It
is possible to make notes when inspecting data in situ.
Copies of data will be provided upon request at the time of the
inspection and a reasonable copying charge will be
levied.

Personal Searches - Reimbursement of Fees Paid Since
2005
The Local Land Charges (Amendment) Rules 2010 have been
introduced to abolish fees for Personal Searches of the Land
Charges Register.
It has also been suggested that fees paid for Personal Searches
since January 2005 have been illegal and should be repaid. Whilst
the Council questions this, it is prepared to consider refunding
individual property owners who wish to claim a refund. An
application should be made in writing and state:
1. The land or property concerned.
2. The date the Search was undertaken.
3. If an agent was used, the name and address of the agent.
4. Confirmation that the Search results were received from the
agent and the date of payment to the agent with evidence of the
payment (e.g. a receipt).
