Community Infrastructure Levy

The Community Infrastructure Levy (CIL) is a levy that local planning authorities can charge on new developments in their area.  The money can be used to support development by funding important infrastructure identified in the Local Plan 2012 - 2028 Core Strategy – for example, road schemes or additional school places.  CIL will work alongside Section 106 Agreements, which will deal with site specific infrastructure needs 

The Council must follow the process below, which is set out in government regulations before it can adopt a CIL:

  • Up-to-date evidence base required for CIL Charging Schedule
  • Preliminary Draft CIL Charging Schedule
  • Public Consultation
  • Draft Charging Schedule
  • Public Consultation and Submission
  • Independent Examination in Public
  • Adoption of CIL Charging Schedule

We have published a Community Infrastructure Levy (CIL) Preliminary Draft Charging Schedule, covering the District outside of the Yorkshire Dales National Park, for consultation.  This has been prepared in accordance with the CIL Regulations 2010 (as amended) and Planning Act 2008 (as amended).  We are inviting representations on the CIL Preliminary Draft Charging Schedule, Infrastructure list and associated evidence from 24 October to 2 December 2016.  These are the documents you need to refer to for this consultation:

All representations should relate to the justification for the proposed charging rates and zones.  Representations received cannot be treated as confidential and will be published on the Council’s website and made available for public inspection.  We will remove telephone numbers, email addresses and signatures from all copies to prevent identity fraud.  The Council will use the representations received to prepare a Draft Charging Schedule, which will be subject to a further round of consultation as required by regulations.  All representations received will be passed to the Inspector responsible for the examination of the Richmondshire Community Infrastructure Charging Schedule.
