Planning applications for Householder
Developments are dealt with by the Development Management
Team.
The Planning system plays an important role in modern society
by helping to protect the environment in our towns and villages and
in the countryside. Planning regulations have to cover many
different situations and even the provisions which affect the
average householder are quite detailed.
Changes were made in October 2008 to many of the "permitted
development" rights for these types of works. An

guidance on the planning system.
The rules that say when you need to apply for planning
permission will differ according to whether you own a house or a
flat/maisonette. Parliament has given the main responsibility
for planning to the Local Planning Authorities. If you do

We offer a service to householders who would like to have
written confirmation of whether their extensions and alterations
will need Planning Permission and/ or Building Regulation approval.
This is called a
Householder
Permitted Development Enquiry Form and a copy of this
can be downloaded from this web site by clicking on the above
link. A fee of £60 is payable for this service on submission
of the Enquiry Form.
If you do need planning permission, it is often best to obtain
the services of a qualified designer who will be aware of the
constraints and requirements which will apply in your case.
For example, if your house is a Listed Building or in a
Conservation Area, your scheme will be looked at particularly
carefully. Alternatively, if your house is close to neighbouring
property, there will be a special need to look out for the privacy
and general impact on that property. Always remember that
neighbours are consulted on planning applications, and their
comments can be influential. It is often best to let
them know what you have in mind before plans are too strongly fixed
in your mind.

If you have been consulted on a
neighbour's proposal, you can view the plans on-line through our
Public Access facility or
alternatively see them at the Richmond Community Office as
explained in your consultation letter. Staff there will
assist as far as possible, but you may want to contact the planning
case officer - whose e-mail and telephone contact details will be
available in the notification.
In the event of an appeal being lodged to the Planning
Inspectorate against a refusal of planning permission by the
District Council for a householder development, any representations
made about the proposal at the application stage will be passed
directly to the Inspector appointed to determine the appeal and
with this expedited procedure there is no longer an
opportunity to make further representations at the appeal
stage.
