Making an Application Using the Planning Portal

The simplest way to submit a planning application is online via the national Planning Portal. (http://www.planningportal.co.uk/apply).  Registration is easy and you can complete your application form, upload supporting documents and pay fees online.  The benefits of applying online include :

If you prefer you can complete your application form online and submit supporting documents and fees by post.

Please note a planning application cannot be progressed until all the necessary supporting information and the appropriate fee is received.

Plans and Maps

The most common reason for not being able to register and validate an application is that the accompanying plans are invalid.  Most planning applications require a location plan and a site plan (also known as a block plan) to be submitted as part of the application documents.

We recommend buying your plans from one of the Planning Portal's accredited suppliers.  They have been through a rigorous selection process to make sure that their maps meet the necessary standards, that their websites are easy to use and that they have got good customer support in place should you need it.

 

Selecting Application Forms

We would always recommend that you apply online, but if you would prefer to download an application form as a PDF document which you can print out, complete and submit by post, then the Planning Portal enables you to choose the right form and supporting documents (Find and Download Paper Forms).  Please take care to ensure that you select the correct form for the works (or combination of works) which you are proposing.  If the wrong form is submitted with your application, we will have to return it and ask you to submit the correct one for the type of development that you are proposing.  Please contact us if you require assistance in choosing the correct form for your application.  Guidance Notes are provided with most types of application form to assist you in completing your application. 

Supporting Information for Applications

New information requirements for the validation of planning and other applications were introduced by the Government from the beginning of April 2008.  In partnership with other Authorities across North Yorkshire, Richmondshire District Council has produced and adopted its Validation Requirements.  This document provides a "checklist" that you must refer to when submitting any application to identify the supporting information required to accompany your proposal.  We will not be able to register your application as valid and start to process it until we have all the necessary information.  We appreciate that this may require some additional work for many applicants and their agents at the outset of preparing and submitting a new application, but in return it will result in more efficient consideration and handling of applications, as well as reducing the need for details to be submitted at a later stage.

Applicants are strongly urged to consult the Validation Requirements document and, where appropriate, the separate Appendix covering Biodiversity and Geological Assessments before submitting any application.

We have also prepared individual validation "check-lists" for each of the main application types (referred to below) to assist in identifying the requirements for each proposal.  These should be read in conjunction with the main document.

 

Application Fees

Most applications require the payment of a fee at the outset and before the application can be registered and processed.  Different fees are payable for different types of application and different categories of development and may change over time.  The application fee is non-refundable once the application is registered.  Fees are not currently required for applications for Listed Building Consent; works to trees; proposals required because 'permitted development rights' have been removed; where an application has been refused or approved and a repeat application is made for the same type of development on the same site and by the same applicant within 12 months of the date of refusal/approval; or, in the case of a previously withdrawn application, a proposal for the same development within 12 months of the date of registration of the original application.  Please refer to our current scale of fees.

Are you just wanting to submit a Householder Permitted Development Enquiry to establish whether works you are proposing to undertake to your property require approval under the Planning and/or Building Acts ?  If so, you can find the right application form here.  Please note that a fee of £45 is payable on submission of this form.  However, if we determine that planning permission is required for the development which you are proposing to carry out, then £45 will be deducted from the fee that would subsequently be payable (currently £172) if you then decide to make a planning application.

5. Are you wanting to give notice of a proposed larger extension to a dwelling under the temporary provisions that allow such extensions to be built without the need to apply for planning permission (and completed before 31st.
