The Council is the Local Planning Authority for the area of the District outside of the Yorkshire Dales National Park. This area includes the main towns of Richmond, Catterick Garrison and Leyburn and is also home to the Army at Catterick Garrison. It is responsible for guiding development by preparing local policies about where and how development should go and then determining planning applications against these policies. The local planning authority's role is defined in planning law and detailed in the National Planning Policy Framework (NPPF) and National Planning Practice Guidance (NPPG).
Local Planning Policy
The Council's Local Plan contains key policies for managing growth and change across the District to 2028. The Richmondshire Local Plan 2012-2028: Core Strategy was adopted by the Council 9th December 2014. It sets out: the amount of new housing, retail and employment development that will take place in different parts of the District; identifies the type of development required to meet the needs of local communities; outlines the types of changes that will happen within the plan area; lists some of the projects and investment that will support and deliver the strategy; and provides a framework to assist in the determination of development proposals.
