Animal Boarding Establishments Licences
The legislation relating to this licence is the Animal Boarding Establishments Act 1963.
Who needs to notify/apply?
Any fit and proper person, who is not disqualified from keeping animals or keeping a pet shop or animal boarding establishment, may apply. They must pay any required fee and comply with any conditions attached to a licence.

The licence will be issued subject to compliance with the relevant conditions and payment of the licence fee.
What conditions do I need to comply with?
In May 2016 the Chartered Institute of Environmental Health published updated model conditions for Dog Boarding Establishments (the previous model conditions were from 1995)
As a result of this, a review of all the council's animal boarding conditions has been carried out. The following conditions were approved by Licensing Committee on 10 January 2017. Any premises inspected after this date will be assessed against the new conditions.
For commercial animal boarding establishments these are:
- CIEH Model Licence conditions and guidance for dog boarding establishments 2016.
- CIEH Model Licence conditions and guidance for cat boarding establishments 2013.
For home boarding (i.e. caring for other peoples dogs in a domestic premises as day care or overnight) these are:

For commercial Dog Day Care and Dog Creches (Dog day care is not in someone's home) these are:

How long will it take to consider the notification/application?
Following receipt of your completed application form, together with the fee, the premises will be inspected by a local authority officer. Where the officer is satisfied that the licence may be granted, with or without additional conditions, you will be notified within 10 working days of the inspection.

Will tacit consent apply?
No. It is in the public interest that the local authority must process your application before the licence can be granted. If you have not heard from us within a reasonable period, please contact us.
If my application is refused, how do I appeal?
You may appeal to a Magistrates’ Court if you are aggrieved by a refusal of a licence or by any condition subject to which a licence is proposed to be granted.
There is no public register but a list of current licensed animal boarding establishments is available.
