Mutual Exchanges

Mutual Exchange occurs when one tenant swaps homes with another tenant. It may be a faster way to move than waiting for a transfer. Only tenants who have a Secure Tenancy Agreement are allowed to mutually exchange, and both parties will need written permission from their Landlords to exchange.

You can register on the councils Mutual Exchange Register when you apply for a transfer to alternative accommodation by ticking the relevant box on the application.  This will result in your details automatically appearing on the Mutual Exchange register until such time as you request their removal or you exchange or transfer properties.

If you find somebody you wish to exchange with you should complete the application form for Mutual Exchange and send this in to your local Estate Manager who will be able to consider your request in accordance with relevant housing legislation and advise you of the process which will be followed.

You can search for a Mutual Exchange Partner in the following ways:

  • Homeswapper - a national scheme with free registration for Council tenants which allows Council and Housing Association tenants to search for a mutual exchange partner across the country.
  • Checking the Mutual Exchange Register at the Richmond Community Office.
  • Checking the local papers and shop windows for private adverts.
